Have you contacted the Everest and Jennings Power Wheelchair company? Surely they would have something. I checked on eBay and found nothing in the way of owners manuals, but there are some medical supply companies who sell on eBay that I have purchased several items for my special needs daughter. They seem to have extensive equipment and supplies of all sorts.

Or, here is contact info for Doane's Medical Equipment who appear to have Everest and Jennings power wheelchairs. Perhaps they could point you in the right direction.

That is a standard front tire size, not specific to any brand. Any wheelchair repair shop in the area should have that in stock. I googled "wheelchairs tuscon" and got multiple listings - maybe call Hewitt's scooter place or American Mobility.

Your tire tubes may have been replaced with urethane foam inserts - these give a comfortable ride like air-filled tires but cannot go flat - would explain why you don't see a fill valve - these inserts fit inside the regular tire carcass.
If they are worn out, you'll need to replace them, process is same as replacing a tube.

Front wheel threaded rod & bolt design problem

You might try Lowe's or Home Depot's hardware section. They might have a plastic bolt cover or plastic nut that you could put over the threaded end.
