When turn on the amplifier without guitar and with guitar, it sounds really loud and earing senstation is horrible it seems like the speaker will go to explote it is a strange bad sound

That could be a number of problems, without looking at it its hard to diagnose.
The best solution would be to take it in to a local music store or repair specialist because unless you are a trained professional, working with guitar amplifiers can be dangerous.

Panasonic Sa Ht 70 Problem F61

Hi, F61 usually means that the unit has some sort of DC error internally. One of the amplifiers could have failed. The HT70 is an older unit and dry joints around the voltage regulator and power amplifier is also very common. Also check that the fan is in good order. The unit will most likely have to be checked by a professional tech.

Owners Manual

Quasar is owned by Matsushita corporation who also owns Panasonic, National, Technics and Ramsa... Technically Panasonic owns Quasar as a sub-division and Matsushita owns Panasonic... In lesser terms you should be able to contact Panasonic customer service for the owners manual or any information...
