In my understanding, These pulsar evollution 800 have a design fault. We have worked with more than 8 of these and, at some point, they just don't recover after a power shortage. Sometimes, at random, they could come up. But it becomes a real nightmare to deal with this issue when you usually install a ups for a critical non-stop system.

MGE Pulsar 3000 is an online UPS. try to check the battery first if its ok. coz for an online UPS it will need to have a good working UPS battery to trigger the switching relays to on the online UPS unlike backups UPS that can be turn on without any batteries

SOURCE: I need service manual for MGE UPS Pulsar Evolution
I managed to dig up a user manual on a third party site (link below). MGE was actually purchased by Schneider Electric, along with APC, which is the world's largest UPS maker. During the integration they combined all companies under the APC label and all support for MGE now falls to APC. Following that up, I tried finding information about your model on their site, but it seems they are no longer supporting that model. Long story short, the third part link is all I could find, hopefully it provides what you were looking for.

Check the big white battery power connector to make sure the metal tabs are making a connection to the female connection when pluging in the battery to the ups. If the tabs are not aligned the battery is not making a connection to the ups and will not engage the relays in the unit. Again check the metal cennections in the male connector to make sure the flat tab is aligned with the female plug when connecting the plugs together. I could not get my ups to power up and the reason was because when I connected the battery the tabs in the plugs were not making a connection and the ups was not getting the voltage from the battery that it needed to power up the relays. I checked everything in the ups and then I looked closer at the battery connector to make sure the ups was getting the power form the battery and it was not electricaly connected to the ups because of the large white conector tabs were not aligned to connect to each other.
